We are delighted to announce the online debate FMRS Rome II: Regulations – Experiences in Banking that we will organize in the broader context of the Free Market Road Show 2021.
The Maastricht Treaty, which established the principles of the economic governance of the EU and the euro, was the result of a compromise between different views on policy and institutions. Until the financial crisis of 2007–2012, that compromise had delivered macroeconomic stability. Based on the idea that macroeconomic stability could be assured in any circumstance by the combination of an independent central bank with a narrow mandate in terms of price stability and centrally defined fiscal rules setting public deficit and public debt limits at the national level.
The financial crisis of 2007–2012 was the first wake up call to the inadequacy of this architecture when facing a large systemic crisis. After covid pandemic wave it’s the time to discuss an other important transformation to meet future challenges.
Valerio Lemma, full professor and lawyer and counsel at Dentons, Luca Bellardini, member in the scientific committee of Associazione Guido Carli will take part of this online debate. Pietro Paganini, Competere’s President will chail the outstanding panel. The debate will preceded by the key note speach of Gordon Kerr, regular lecturer at the Sofia Business School and senior fellow with IREF Europe.
SPEAKER’S BIO
Gordon Kerr
Gordon Kerr has a 25-year track record in the black arts of banking; with a particular focus on derivatives, securitization, tax, and regulatory capital arbitrage and inter-bank exposure structures which exploit accounting loopholes such that these exposures are kept off the books of all parties to the transaction.
Valerio Lemma
Valerio Lemma is full professor and lawyer, is Counsel at Dentons law firm and focuses on the regulation of financial services. After graduating at Luiss University twice (first in Economics, then in Law), there he got a Ph.D. in Project Financing. He is Full Professor of Law and Economics at Guglielmo Marconi University, holds a chair at Luiss, and sits on various boards of scientific journals, PhD and LLM programmes.
Luca Bellardini
Luca Bellardini sits on the Scientific Committee of Associazione Guido Carli for Economic and Political Culture. After graduating in Finance at Luiss University, he got a Ph.D. in Management (Banking & Finance track) from the University of Rome Tor Vergata. He is Postdoctoral Fellow at Bocconi University’s GREEN Research Centre, where he works on finance and the circular economy.
Pietro Paganini
Adjunct Professor of Business Administration at Temple University of Philadelphia. He is also visiting professor for MPOB-UKN Endowment Chair, The National University of Malaysia and president of Competere – Policies of Suistainable Development.
